The international discussions of the policy instruments of solar energy application can be divided into two groups: the demand-pull policies and the technology-push policies. The key policies related to China's solar PV industry since the 1980s are shown in Table 3.1.
Similar to the way renewable policies are set in the United States, China's central government establishes the first two levels of policy. Local governments, including provincial, munici-pal, and county governments, establish the third level of policy with overall direction from the central government.
The only policy related to solar energy development is the supply-side R&D policy to promote and follow the development of solar technology. For the demand-side, Solar PV was planned by the government as the solution for non-electricity remote areas.
