A bus could be re-routed forever starting tomorrow. (Or the bus stop could be eliminated tomorrow.) It take a lot more effort to change a tram route and the route costs more to install (which means a city has a sunk cost fallacy driving them to keep the route open): both of these things mean that, for an investors point of view, it is a much safer bet to build near a tram stop
